第四条 治安管理处罚的程序，适用本法的规定；本法没有规定的，适用《中华人民共和国行政处罚法》、《中华人民共和国行政强制法》的有关规定。
第一百六十八条 起拖后，因不可抗力或者其他不能归责于双方的原因致使合同不能继续履行的，双方均可以解除合同，并互相不承担赔偿责任。除合同另有约定外，拖航费按照实际完成的拖航部分确定。
